When implementing a satellite monitoring system for small-scale and artisanal vessels, the Peruvian government must prioritize onboard Safety and costs over inspection and control. Even more so when boats must travel up to 850 nautical miles from the coast in search of fishing resources such as "giant squid."

This study examined changes in fishing fleet behavior ‘before’ and ‘after’ implementation of port State measures, including a case study of the ports of Chimbote and Callao focusing on the distant water squid fleet after the Peruvian government implemented a new port regulation in 2020.

The most extensive analysis of forced labor abuses in commercial fishing vessels to date also found that companies from just five countries – China, Taiwan, Thailand, South Korea, and Spain – own almost two-thirds of accused vessels for which legal ownership data is available.
